I am taking Semax which has a stimulant effect that I don't want, and a dopaminergic profile.

 

What would be a cheap way to counter just the dopamine effects, with low collateral damage (e.g. not an antipsychotic)?

Maybe switch to Selank.

Or you could try increasing serotonin as that will decrease dopamine. Maybe take some 5-HTP or Tryptophan with it?
