After 10 years of a year of Megadosing in my mid 20s I still cannot achieve an erection without the use of drugs. Ive seen many doctors who tell me my levels are good. Any ideas of how else I can pinpoint whats damaged inside of me?

Is erectile dysfunction the only symptom?

Megadosing poorly studied nootropics is definitely something that can do unknown damage. Neurotoxicity might indeed have happened.

After I took the pill of pram i stood up because i felt like the soul was being sucked out of the core of my brain, my heart rate went up, i didnt know what to do, i couldent do anything, that feeling lasted like 5 to 10 minutes than subsided....later that night with my girlfriend i could not get an erection as usual...i didnt think anything of it, the next morning for the first time i did not have morning wood...i remember like it was yesterday, I have never experienced a normal erection since....whats neuro toxicity? any cure to it?

Neurotoxicity is damage to the brain, and/or the peripheral nervous system. Taking a good look to the mechanisms of Pramiracetam is something I would do. That could reveal something. Quick search only tells it affects acetylcholine.

To me sounds like you had a short panic attack or something, and as a result your genitals don't "excite" in response to sexual arousal anymore.

Maybe it's cholinergic issue, perhaps glutamatergic or nitric oxide. Just guesswork, I don't have any good ideas how to cure it as you seem to have tried a ton of different things.

Ive always suspected "glutamatergic or nitric oxide" but when I tell this to any doctor they just look at me with a clueless face.

Yup, I would prescribe the average doctor a good dose of neuroscience.
