Which country has the most scientist per 1,000 people? or as a percentage of the population? Is it the US, a European country, Japan, Australia or a country we wouldn't expect like Saudi Arabia?

I would say either China or a EU country.

China?? Hardly... there are just still too many poor people/farmers there.

Apparently, Israel :

Israel has the highest concentration of engineers in the world and the most scientists per capita than any other developed country, noted the Industry Trade and Labor Ministry's Chief Scientist's Intellectual Capital Report, which was released on Tuesday in conjunction with that office's annual conference.

For every 10,000 employees, Israel boasts 140 scientists and technicians and 135 engineers.

Yeah I've heard Israel as well. I also read somewhere that Jews are more representative amongst the recipients of Nobel prizes than any other religion.

I read in a book that Israel and US are among the top two. The book was published a couple of decades ago tho

I would suspect Singapore to be in the top five. But then they are very good at enticing foreign scientists to come to their nation to do research in very pleasant and extremely well-funded lab centers.
