Have been looking at it, there are a fair few reports of it working. Skin Actives has it for this purpose.

 

Is it worth a shot? From what I have seen it is absorbed at least into the mid layers of skin but I could be wrong.

Any serum containing caffeine will de-bag the undereye area. You ought to give one of them a try if you have problems in that direction.
